Bangladesh Launches First E-Family Appeal Court with Daffodil International University’s Support

Bangladesh has launched E-Family Appeal Court 3 and E-Family Court 14 to expand the use of digital technology in judicial proceedings and improve public access to justice. The inauguration ceremony was held on Thursday morning, 29 October 2026, at the conference room of the Chief Metropolitan Magistrate Court in Dhaka, under the initiative of the Ministry of Law, Justice and Parliamentary Affairs. Law, Justice and Parliamentary Affairs Minister Md Asaduzzaman attended the ceremony as the chief guest and praised Daffodil International University (DIU) for its contribution to the digital transformation of the judiciary.

Among those present were Law and Justice Division Secretary Liaquat Ali Mollah; Supreme Court Registrar General Muhammad Habibur Rahman Siddiqui; Dhaka District and Sessions Judge Md. Rafiqul Islam; Dhaka Bar Association President Advocate Md. Anwar Zahid Bhuiyan; and General Secretary Advocate Mohammad Abul Kalam Khan. Judges, officials from the Ministry of Law, Justice and Parliamentary Affairs, lawyers, and judicial officers also attended the event.

Representing DIU were Vice-Chancellor Professor Dr. M. R. Kabir, Professor Dr. Sheak Rashed Haider Noori, Head of the Department of Computer Science and Engineering, Associate Professor Dr. Md. Riaduzzaman of the Department of Law, Lecturer Mr. Md. Mezbaul Islam Zion  of the Department of Computer Science and Engineering; and members of DIU’s IT team.

Addressing the ceremony, Law Minister Md. Asaduzzaman expressed his gratitude to DIU for its continued support in advancing the digital transformation of the judiciary. Referring to the initiative that began last year, he said, I would like to express our special gratitude to the authorities of Daffodil International University for helping the judiciary move this initiative forward. Without your continued support, this progress might have taken much longer. Your willingness to come forward enabled us to begin this work and further develop the initiative. I sincerely thank you for that.

The minister also highlighted the contribution of Dr. Md. Sabur Khan, Chairman of Daffodil Group and Founder and Chairman of the Board of Trustees of DIU. Praising the university’s efforts to bring positive change to the country’s education sector, he wished Dr. Sabur Khan continued success.

The minister further noted that the e-Bail Bond system had already been introduced and that the public was beginning to benefit from it. He also referred to existing legal provisions for digital evidence recording and virtual court appearances, adding that efforts were underway to expand the use of digital technology across judicial services.

The newly launched E-Family Appeal Court 3 and E-Family Court 14 will further expand the use of technology in family court proceedings. The system will allow litigants to access case information online and participate in judicial proceedings virtually. It is expected to reduce the time and effort required to travel to court, maintain paper documents, and complete different stages of legal proceedings.

Following the introduction of E-Family Courts in Dhaka and Chattogram, the system developed by DIU has been operating at Dhaka Family Court 5 since November last year and at Chattogram Family Court 1 since December. Building on this experience, the launch of E-Family Appeal Court 3 marks a further step in expanding digital judicial services. The initiative is expected to support paperless proceedings, digital case record management, and easier access to judicial services for litigants.

The initiative also highlights DIU’s contribution beyond classroom education. By developing enterprise-grade software at no cost through its own technical expertise, the university is contributing to the development of national digital infrastructure and the broader vision of building a Smart Bangladesh.

The launch of E-Family Appeal Court 3 and E-Family Court 14 marks another step towards technology-driven judicial services, with the potential to reduce the difficulties faced by litigants and make access to justice more convenient and efficient.
